Local 2010 Construction Projects
The GLCVB will be posting all known construction projects, maps, detours and any updates we have and will do our best to stay current throughout the construction season. Our partners are welcome to link directly to the construction page and we welcome suggestions on what to include. MDOT State Projects
I-96 Construction (US-127 to Meridian Road) – Beginning in April 2010, freeway reconstruction is expected to begin, including ramp work at the Okemos Road/I-96 interchange (Exit 110). Four of the six ramps at the Okemos Road interchange will be reconstructed, along with traffic signal upgrades at the eastbound I-96 exit ramp. The westbound off ramp at Okemos Road will have a temporary traffic signal to accommodate the different phases of construction. The rest area located along westbound I-96, just east of Okemos Road, will be rebuilt, and work is expected to start in July 2010 and completed by May 2011. This will require a complete closure of the facility. All road construction on I-96 is expected to be completed by November 2010. Construction map.
I – 96, Wacousta Road to M-43 (Saginaw Highway) – This project involves the reconstruction of I-96 from Wacousta Road to M-43 (Saginaw Highway), reconstruction of the I-96 interchange ramps at Grand River Avenue and M-43, reconstruction of the M-43 and Canal Road intersection, and rehabilitation of 10 bridges along I-96. All work is expected to be completed by Labor Day of 2011.
- Starting in March 2010, work begins to reconstruct I-96 in Clinton and Eaton counties. The work includes reconstructing 5.8 miles of I-96, reconstructing the Grand River Avenue ramps and new signing and pavement markings.
- Also included is the rehabilitation of 10 bridges along I-96 including: Wacousta Road over I-96, eastbound and westbound I-96 over Grand River Avenue, I-69 eastbound and westbound over I-96, Eaton Highway over I-96 and I-69, Willow Highway over I-96 and eastbound and westbound I-96 over M-43.
- In 2010, there also will be ramp improvements made at the I-96/M-43 interchange. The loop ramps in the northwest and southeast quadrant on the interchange will be removed, while the other loop ramps at the interchange will be reconstructed.
- Then, in the spring of 2011, M-43 will be reconstructed from Marketplace Boulevard to east of Canal Road. Capacity improvements also will be made at the M-43/Canal Road intersection, including dual left turn lanes constructed at all four quadrants of the intersection.

Road Construction Projects
- Edgewood Blvd (from Cedar to Washington) – Portions of Edgewood will be closed for a white topping project but there will be posted detours for the duration of the project. Expect construction to begin in early June and last for approximately 90 days.
- Holmes Road (from Pleasant Grove to Waverly Road) – Through traffic will be maintained while they resurface and reconstruct from 4 lanes to 3 lanes. Water main work will begin in mid April and the road construction will last from mid-June through August.
- Keystone (from Pennsylvania to Miller) – This is a complete reconstruction project and will begin in August and last through the end of the season.
- Kalamazoo Street (Pennsylvania to Larch) – This is a complete reconstruction project and will begin in August and last through end of the season. One lane of traffic will be maintained throughout with a posted detour.

- 015 North Project – Saginaw Street (from Westmoreland Street to Chestnut Street) the construction on Saginaw Street will allow for one lane to be maintained for all traffic. Construction will also overflow into the surrounding streets (only to the north) throughout the season and they include: Chicago Drive, Wisconsin, Sycamore, Madison, Pine, Chestnut Street, Lawler Court, Brook Street, and Maple Street. The Saginaw portion of this project will begin in mid-March and last through November and will happen in two phases.
Phase 1: Saginaw Street – east of MLK to Chestnut St (March through July).
Phase 2: Saginaw Street – west of MLK to Westmoreland (July 15 through late August) and will close down the intersection of Saginaw Street and MLK. Detours will be posted while the intersection is closed.
- 034B Project – Washington Street (from Mt. Hope Avenue to Holmes Road) the construction will happen in three parts and will involve water main and sewer work along with complete reconstruction. Detours will be posted and will use Cedar Street. The project will begin in mid-March and last through November.
Sewer Projects
- Elm Street (between Cedar & River)
- Christianson (between Pierce & Reo)
- Wood Road
- Pennsylvania (north of Miller & east of Roadway)
Sidewalk Project
- Grand Avenue (from Ottawa to Shiawassee) – utility work will close the road completely and all streetscape construction will allow access. Time line is to be finished by early July.
- Jolly (from MLK to Pleasant Grove) sidewalk repairs are expected.
Bridge Rehab Projects
- Pennsylvania Bridge (near Potter Park Zoo) traffic will be maintained in one lane but there will be no left turn from the north into the zoo. Construction is expected to last from May 1 through August 31. Detours will be posted and the zoo will remain open throughout.
- Kalamazoo Avenue Bridge painting project will close one lane in each direction from May 1 through August 31.
CXC Railroad Intersection Projects – the following railroad crossings will be closed for approximately one week each while the crossings are replaced:
- Michigan Avenue
- May Street
- Pennsylvania Avenue
- Holmes Street
- Hosmer Street
Michigan State University Projects
Brody Complex – food services complete reconstruct. The new dining facilities are scheduled to open in fall 2010.
Physical Plant – east parking loop of Holden Hall and Chestnut Road will tentatively be closed March 18 through April 1.
Broad Art Museum and East Circle Drive Reconstruction – This project will reconstruct East Circle Drive from Farm Lane to Berkey Hall, located in the North Academic District. Work will include removing most on-street parking, adding bike lanes, realigning the road in front of the Student Services Building to accommodate the future Farm Lane intersection design, relocating the barrier-free parking from in front of the Student Services Building into Parking Lot 8 (west of Student Services), eliminating the driveway just east of Berkey Hall to accommodate the Eli and Edythe Broad Art Museum, relocating several pedestrian road crossings and approach pathways for improved pedestrian traffic and safety, and widening the Parking Lot 8 entrance to accommodate two-way traffic. This project will be constructed simultaneously with the Eli and Edythe Broad Art Museum. Construction is planned to begin in May 2010 and will be substantially complete by April 2012, with final completion by January 2013.

City of East Lansing Projects
Harrison Road Project (Kalamazoo Street to Trowbridge Road) – The project will include the reconstruction of the roadway with curb & drive approach replacement, sidewalk & ramp improvements, minor storm sewer and sanitary sewer replacements, and a new paved asphalt surface. The project will also include the replacement of the existing 6-inch and 10-inch water mains with a new 16-inch water main with related valves and fire hydrants. The completed road surface will continue to have the same lane configuration as currently exists. Project will begin in early May, last through late August for about 100 days. Traffic will be maintained but motorists are encouraged to seek an alternate route.
Phase 1: Expected to take place from early May to early June and will include the closure of the southbound lanes of Harrison Avenue from Lilac Avenue to Kalamazoo Street. Southbound traffic will be reduced to one lane and shifted to the east side of the median island at Lilac Avenue and Kalamazoo Street. Northbound traffic will also be reduced to one lane at Lilac Avenue and Kalamazoo Street. One lane of two-way traffic will be maintained in this section of Harrison Avenue on the east side of the Harrison Avenue median. Shaw Lane, Marigold Avenue, and Lilac Avenue will be closed at Harrison Avenue.
Phase 2: Expected to take place from early June to late June and will include the closure of the northbound lanes of Harrison Avenue from Lilac Avenue to Kalamazoo Street. Northbound traffic will be reduced to one lane and shifted to the west side of the median island at Lilac Avenue and Kalamazoo Street. Southbound traffic will also be reduced to one lane at Lilac Avenue and Kalamazoo Street. One lane of two-way traffic will be maintained in this section of Harrison Avenue on the west side of the Harrison Avenue median. Shaw Lane, Marigold Avenue, and Lilac Avenue will remain closed at Harrison Avenue.
Phase 3: Expected to take place from late June to late August and will include the complete closure of Harrison Avenue from Trowbridge Road to Shaw Lane. Traffic will be detoured to Trowbridge Road, Red Cedar Road, and Shaw Lane. Sever Drive, Wilson Road, and Lilac Avenue will be closed at Harrison Avenue.
Phase 4: Expected to take place in late August and involve only minor traffic shifts along Harrison Avenue from Trowbridge Road to Kalamazoo Street. Short term side street closures should be expected as the stop bars and crosswalk lines for these streets are replaced.
Meridian Township – Okemos Road (Jolly Road to Clinton Street) enhancement with new sidewalks and plantings. Project expected to start in spring.
Mount Hope (Farm Lane to Okemos Rd) – Reconstruction and curb work that will close parts of Mt. Hope completely. Project expected to start in mid-August through mid November.
Waverly Road (Willow to Grand River Ave) – bridge rehab (closed for one month), road rehab and resurface. Intersection at St. Joseph will close for about one month. Starting on Tuesday, July 6, Waverly Road will be CLOSED north of Willow Street in order to complete the planned deck and superstructure repairs on the bridge over the Grand River. Bridge is expected to open to traffic in approximately 4 weeks, with substantial completion of the entire project by late August. Resurfacing will be from Grand River Bridge to Pleasant Drive. Project expected to start in May through early September.
Dobie Road Bridge Replacement (over the Red Cedar River) – will close the bridge for portions of project but is expected to reopen in September. Project expected to start in mid June through mid-October.
